Regular Meeting of the Board of Trustees

October 2, 2008

 

Minutes

 

In attendance: 

Emil Ronchi, Cathy Vaucher, Dr. John Sullivan, Mr. McEnaney, Kay O’Dwyer, Cynthia Canavan, Matt Cronin and Nina Cullen Hamzeh. Not Present:  Ms Shorr, Mr. Sousa, Mr. Fauci

 

Also Present: Dr. Albert Argenziano, Interim Managing Director.

 

Location:  The Community Room at the Marblehead Community Charter Public School, 17 Lime St, Marblehead MA 01945

 

The Board of Trustee Chair, Mr. Emil Ronchi opened the meeting at 7:06 P.M and began by calling for public comment, and noted that there were no individuals wanting to address the Board for public comment at this time.

 

Decision:  Mr. McEnaney moved and Ms. Vaucher seconded a motion to approve the minutes of the June 26 Regular Meeting of the Board of Trustees.

 

Yeas:  6 Nays: 0 Abstain 2  Motion Passes

 

Decision:  Mr. McEnaney moved and Ms. Cullen Hamzeh seconded a motion to approve the minutes of the July 17 Regular Meeting of the Board of Trustees.

Decision:  Mr. McEnaney moved and Dr. Sullivan seconded a motion to approve the minutes of the August 7 Regular Meeting of the Board of Trustees.

 

Yeas:  7 Nays: 0 Abstain 1  Motion Passes

 

Mr. Ronchi reminded the Board that we needed to return to our Mission Statement from the previous meeting.  He called on Ms Cullen Hamzeh to report on her work with students, parents and faculty.  She gave Trustees an overview of the process she used to involve parents, students, and faculty in the development of a mission statement and shared some of the ideas and input she received from the various groups.  She then shared a proposed mission statement that incorporated the work of parents, students, faculty and Trustees. 

 

Decision:  Ms Vaucher moved and Ms O’Dwyer seconded a motion to adopt draft of MCCPS Mission Statement to read:

 

MCCPS fosters a community that empowers children to become capable, self-determining, fully engaged individuals who are critical and creative thinkers committed to achieving their highest intellectual, artistic, social, emotional, and physical potential.  We are dedicated to involving, learning from, participating in, and serving our school community and the community at large.

 

It is intended that this be used as the School’s mission statement beginning immediately, and with the intent to review and submit it to the Department of Elementary and Secondary Education once our Charter renewal is complete.

 

Yeas: 7 Nays: 1 Abstain  Motion Passes

 

Mr. Ronchi called on Ms Cullen Hamzeh again to lead a Core Values and Beliefs activity among Trustees for the purpose of raising the self awareness among Trustees of which values are most important to the school as we enter the stage of developing the School’s vision and strategic plan.  There was extensive discussion among Trustees about the form and content of the vision for the School as a part of a Strategic Plan.

 

Mr. Ronchi shared the draft of the Interim Academic Director Goals from the Personnel Committee, with the intent of voting on the Goals at the November Trustees meeting.  A copy of the goals is attached.

 

Ms Cullen Hamzeh noted that the form of her monthly report to Trustees will be reshaped to align with reporting on the progress towards her goals. She provided the first report in such format, which is attached. 

 

Mr. Ronchi recognized Dr Argenziano to provide the Interim Managing Director’s update, which is attached. .  He noted that he conducted a staff assessment survey among the faculty and staff, and he briefly commented on the results he found.

 

Mr. Ronchi noted that Mr. Sousa was not present to provide the Personnel Committee’s Report, but he asked that the minutes of the Sept 23 Meeting of the Personnel Committee (attached) be included in the record for the Trustee meeting.  He also noted that the Personnel Committee will be meeting on October 21, 2008 to finalize the Leadership Model Recommendation for presentation at the November Board Meeting.

 

Mr. Ronchi called on Dr Sullivan to provide a brief Financial Report.  Dr. Sullivan noted that there would be a Finance Committee meeting on October 8, 2008.  He went on to report that we have started the year of in sound financial position, but that we will need to continue to keep eye on expenses and consider the long term implications of growing our cash reserves.

Mr. Ronchi provided an update from the MCCPS Educational Foundation, a copy of which is attached.

 

 

Ms Canavan moved and Mr Sousa seconded a motion to adjourn.

Goals for Interim Academic Director 2008 – 2009

  1. MAINTAIN AND IMPROVE EXCELLENT ACADEMIC PROGRAM
    1. Curriculum
      • supervise all elements of curriculum development and enhancement
        • leadership team will meet weekly
          • discussion points and decisions will be recorded in meeting minutes
        • at least 80% of those who respond to the Faculty Interim Academic Director Evaluation Survey will agree that most/all of the time the “Interim Academic Director provides leadership in creating a rigorous academic program.”
        • at least 80% of those who respond to the Parent Satisfaction Survey will rate the academic program as good to excellent 
        • at least 80% of those who respond to the Parent Satisfaction Survey will indicate overall satisfaction with the school’s academic program
      • manage, direct, and oversee short & long-term academic programs and educational services
        • grade-level teams will meet weekly, department teams and mentors  will meet bi-monthly
          • discussion points and decisions will be recorded in meeting minutes
        • CUE Report will indicate student achievement
          • at least 80% of all 8th grade students will achieve the teacher expected level in math and ELA (90% by 2010)*
          • at least 65% of all 4-7th grade students will achieve the teacher expected level in math and ELA (75% by 2010)*
        • MCAS & NWEA will indicate student growth
          • reports will be used to determine areas of need
          • needs will be addressed via professional development and/or the implementation of  support services for students

    2. Full Enrollment
      • maintain stable enrollment
        • 230 students will be enrolled in grades 4-8
        • a waiting list will exist for at least 3 of the 5 grades

 2.  MAINTAIN AND DEVELOP HIGH-LEVEL, PROFESSIONAL STAFF

    1. Highly Qualified Teachers
      • at least 90% of teachers will be licensed and highly qualified as determined by state and federal guidelines (100% by 2010)*
      • at least 80% of those who respond to the Faculty Interim Academic Director Evaluation Survey will indicate that most/all of the time the “Interim Academic Director sets, communicates, and works to maintain high professional standards for faculty and staff.”
    2. Regular, needs-driven professional development
      • provide professional development/training opportunities designed to meet the needs of the students
      • at least 2 guest presenters will work with teachers
      • at least 75% of teachers will prepare and present a learning experience for their colleagues or other educators.
      • 100% of full-time teachers will participate regularly in professional development activities
      • conduct vertical team meetings to enhance cohesion between and among departments
      • create Professional Development Plans
        • during the 1st trimester, 100% of teachers will develop professional goals using the MAP protocol

      • at least 80% of those who respond to the Interim Academic Director Evaluation Survey will indicate ‘most/all of the time’ in response to the statement: the “Interim Academic Director is open to suggestions and encourages open communication.”
    2. Re-enrollment
      • overall, student attrition will be less than 10% for other than family displacement or geographical reasons.
    3. Accessibility
      • Faculty, staff, and administrators will respond to phone and email messages as soon as possible after they are received, usually within 2 school days.
      • Faculty, staff, and administrators will make themselves available by appointment to meet with parents, as needed.
      • The “Constructive Communication Process” will be disseminated to parents via the Student/Parent Handbook and implemented appropriately

This will be the second year that Tony Caliri has assisted our school.  Tony is a retired Human Resources Manager and presently President of the Massachusetts Association of Personnel Administrators.  He will be here on Wednesday, September 24, 2008, to assist fifteen (15) members of our staff who have questions on licensing or need assistance with their license. 

Monday, September 22, 2008, Lisa Bryant, Interim Principal of the Village School, will visit our school at 10:30 A.M. I have set up meetings with Nina, Molly and Tim.  The thought process is to have Lisa and Nina meet on a regular basis. 

Tuesday, September 16, 2008, we hosted a wonderful evening for our parents to meet with the teachers of their children.  It was an excellent turnout, positive feed back, and quite different from a year ago.

In the morning, I had my regularly scheduled meeting with the Superintendent of Schools and the Town Manager. 

Tuesday, September 23, 2008, I have scheduled Dr. Peter Davies, President and Director of Accountability and Leadership for Class Measures, to meet with the Personnel Sub Committee of the Board.  He will discuss leadership models and respond to any questions from the Committee. 

In closing, I can only repeat what I stated to our parents at the open meeting.  We have made a total recovery in one year.  We have a solid enrollment, quality staff and parents who have an appreciation of the product we offer their children.

We have also improved our image in the local community, the school community and the wider community of parents and students we serve.  The Board of Trustees and staff should be congratulated for a job well done.

Minutes

 

In attendance: 

Robert Sousa, Doug Plympton, Pam Shorr, Katie Sullivan, Emil Ronchi, Mike Ruth, Molly Wright.  Guests: Nina Cullen-Hemzeh, Dr. Argenziano, Kay O’Dwyer, Cindy Canavan, Dr. Peter Davies.

The Chair opened the meeting at 7:10 PM

 

The agenda for the evening included:

The Chair began the meeting having Dr Argenziano introduce Dr. Davies to the Committee, and Dr. Davies gave his presentation, answering questions along the way. 

 

Dr. Davies explained his consultancy’s missions as teacher licensure, school inspections, distance learning and leadership development.  His presentation detailed his involvement with a school with the alias of “Another Charter School.”  The school leadership function was ineffective due to: lack of clarity regarding roles, ineffective evaluation, no accountability and poor communication.  The founder was also the executive director.  Recommendations made were for the director to move on and for the Board to implement: unified leadership, clear structure, strong curriculum and assessment programs, effective internal evaluations and transparent communications.

 

Dr. Davies presented two basic leadership models, Unified and Bifurcated.  Unified is obviously one leader answering to a Board of Trustees and Bifurcated was presented as having an Academic Director and an Operations Director, pretty much the way we are currently established.  Dr. Davies suggested the MCCPS consider the Bifurcated model with the following challenges: shared values and strong working relationships between the directors, clear lines and areas of responsibility and accountability, and greater Board leadership and oversight responsibilities (training).

 

Dr. Davies presentation was well received, generated discussion and hopefully prepared the Personnel Committee with enough information to begin work on MCCPS’s future leadership model.

 

Action Item:  In light of reading materials distributed by Dr. Argenziano, and the leadership presentation by Dr. Davies, members need to be prepared to discuss and plan for a new leadership model at the next meeting

 

The committee spent the rest of the meeting ratifying the 2008-09 IAD goal indicators and reviewing the supporting surveys.  They are attached to the minutes for whatever approval might be necessary.  Thanks to Nina and Katie for getting this done in a timely manner. 

Action Item:  Attach 2008-09 IAD goals/indicators and surveys to minutes for Board approval.

 

The committee ran out of time to develop IMD indicators, so that was tabled for the next meeting.

 

Action Item:  Members will prepare indicators to measure IMD goals.

 

 The Chair adjourned the meeting at 9:00 PM.  The next meeting will be held at 7:00 PM, in Room 8S, on 21 October, 2008, at MCCPS
